Established in 1856, the 40 acres of what is now Harbor Bluffs were homesteaded and developed as citrus groves by Mose Powledge of Georgia. The shoreline promontory reached from 30 to 80 feet above sea level at the present location of Live Oak Lane. In 1883, P.J. Bayly purchased the grove property from Gideon Powledge, the area was known as Bayly's Bluff. His home was located in what is now Harbor Hills. The groves were once again purchased in 1918, by Timothy O'Leary, a New York stockbroker. He build his home on what is now Live Oak Lane and ran a farm road out to what is now Indian Rocks Road and 8th Avenue SW. In 1952, a group of eight investors known as the Harbor Bluffs Development Corp. marked out a subdivision which extended south from West Bay Drive. A year later construction began on the first home in what would be known as Harbor Bluffs. The Harbor Bluffs Owners Association was formed and incorporated as a deed restricted community in 1955.
